Boca Raton and Highland Beach at a Glance for Business Owners

These two neighbors share the barrier island at the southern end of Palm Beach County and very little else in scale. The Census Bureau measures Boca Raton at 29.18 square miles of land and Highland Beach at about half a square mile. One is a headquarters city with a public university and an airport; the other is a residential town where nearly two of every three residents are 65 or older. Boca Raton: a centennial city of offices, students and beach parks

Residents first voted in 1924 to incorporate as a town, and the city reincorporated as the Town of Boca Raton on May 26, 1925; it celebrated its centennial in 2025 (opens in a new tab). The 2020 Census counted 97,422 residents. The Census Bureau's annual estimates first put the city above 100,000 in July 2022 and showed 101,582 by July 2025, according to its city and town population totals (opens in a new tab). In those 2025 estimates, only West Palm Beach has more people in the county.

The city's economic development office says Boca Raton is home to more than half of Palm Beach County's corporate headquarters (opens in a new tab). The 2022 Economic Census figures in QuickFacts for Boca Raton (opens in a new tab) put retail sales in the city at about $3.5 billion, health care and social assistance receipts at about $2.5 billion, and accommodation and food services sales at about $1.2 billion. Florida Atlantic University (opens in a new tab), established in 1961 and opened in 1964 as the fifth public university in Florida, gives its address as 777 Glades Road in Boca Raton and serves more than 30,000 students across six campuses. Boca Raton Airport (opens in a new tab), a general aviation field run by the Boca Raton Airport Authority, sits off I-95 and reports averaging more than 83,000 takeoffs and landings a year for corporate, recreational and flight training use.

The same QuickFacts table describes the people a Boca Raton business is talking to: 24.6% are 65 or older, 25.2% of residents age 5 and up speak a language other than English at home, and 20.4% were born outside the United States. The median owner-occupied home was valued at $722,700 in the 2020-2024 survey, and 61.8% of adults 25 and older hold at least a bachelor's degree.

On the barrier island, the city describes a two-mile stretch of lifeguard-protected beaches (opens in a new tab) at three parks: South Beach Park at 400 N. State Road A1A, Red Reef Park at 1400 N. Ocean Blvd. and Spanish River Park at 3001 N. State Road A1A. One recent change matters to anyone who sends customers there: beginning October 1, 2026, the beach park gatehouses no longer accept cash for daily and weekend parking, only debit or credit cards, Google Pay and Apple Pay. Also on the island, the city's Recreation Services Department runs Gumbo Limbo Nature Center (opens in a new tab), a 20-acre coastal preserve at 1801 N. Ocean Blvd. with a 40-foot observation tower reached by an accessible switchback ramp and a Florida Atlantic University marine science laboratory on site.

Sea turtles nest on the same sand. The city's sea turtle team counted 1,083 nests in 2025 (opens in a new tab): 819 loggerhead, 243 green and 21 leatherback. The city's beachfront lighting guidance (opens in a new tab) warns that artificial light can send hatchlings crawling toward the dune or A1A instead of the ocean, and asks people to shield lights, use red or amber turtle-friendly fixtures near the beach, switch off lights they do not need and leave flashlights off on the beach.

Highland Beach: three miles of A1A and a town founded over water

Highland Beach covers a three-mile stretch of A1A bordered by Delray Beach and Boca Raton. According to the Historical Society of Palm Beach County (opens in a new tab), 21 voting residents created the town in 1949 as a water district, because salt water had reached their wells and they could not get fresh water from neighboring towns. The name came from the land, about 20 to 25 feet above high tide, which counts as high ground on this coast. Water stayed on the agenda: in the 1990s the town built a $17.3 million reverse-osmosis water plant. The Historical Society describes a residential community of 10- to 15-story condominium buildings and multi-story homes.

The Census counted 4,295 residents in 2020 and estimated 4,328 for July 2025. The American Community Survey for 2020-2024 puts the town's median age at 70.8, with 64.5% of residents 65 or older (opens in a new tab). Housing tells the seasonal story better than headcounts do: of 4,613 housing units, the survey found 2,341 occupied households and 1,895 units held for seasonal, recreational or occasional use (opens in a new tab), roughly 41% of all the homes in town.

For so small a place, Highland Beach runs a lot itself. The town government page (opens in a new tab) lists its own police department with a marine patrol unit, Highland Beach Fire Rescue, a town library and a water treatment plant, with Town Hall at 3614 S. Ocean Blvd. Two town rules shape the calendar. As a barrier island, Highland Beach is in a mandatory evacuation zone when a Category 2 or stronger hurricane is expected to make landfall, according to its hurricane information page (opens in a new tab), and the town follows the evacuation orders of Palm Beach County's Emergency Operations Center. And the town's sea turtle program (opens in a new tab) cites Ordinance 554 in asking residents to turn off all beachfront lighting from dusk to dawn, March 1 through October 31. On the road itself, FDOT's A1A resurfacing project through the town and into Delray Beach (opens in a new tab), with a listed completion date of April 15, 2026, included widening the road for five-foot bicycle lanes in each direction.

What a Website Has to Do in These Two Places

The facts above point to specific jobs for a website. A few apply to both places, but most apply far more strongly to one of them.

  • Sell to people at a desk (Boca Raton): with more than half of the county's corporate headquarters in the city by its own count, many Boca Raton firms sell to other businesses, and their buyers usually compare several vendors before they call. Give each service its own page with scope, process and who does the work, and make sure it loads quickly on an office network.
  • Read easily at 70 and beyond (Highland Beach): with a median age of 70.8, a Highland Beach audience is best served by large, high-contrast type, a phone number that dials with one tap from any page, forms of only a few fields and no puzzle CAPTCHAs. Boca Raton and Highland Beach Website Questions

Does our Highland Beach condo association need a website?

If the association manages a condominium with 25 or more units and no timeshare units, Florida Statutes section 718.111(12)(g) says yes. It must post specified official records, such as the declaration, bylaws, rules, annual budget and approved board minutes, on a website or mobile app within 30 days of receiving or creating them, and the site needs a protected section that only unit owners and association employees can open. Confirm the details with your association attorney before anyone plans the public pages and the owners-only section.

Do websites for Boca Raton corporate clients need anything a beach business does not?

Usually more depth and less decoration. A buyer at a headquarters office may forward your link to colleagues who have never heard of you, so each page has to explain itself: the named people who will do the work, what the first steps are and who answers the phone. Anything a buyer must review, such as a capability statement or service terms, should be an accessible PDF or a page that prints cleanly. Speed still counts when a prospect opens your site on a locked-down office laptop or a phone between meetings.

Highland Beach and Boca Raton handle beach lighting differently. What should guests be told?

Which town they are staying in, and what that town asks. In Highland Beach, the sea turtle program cites Ordinance 554 in asking that all beachfront lighting be turned off from dusk to dawn, March 1 through October 31. Boca Raton's guidance asks people to shield lights, use red or amber turtle-friendly fixtures near the beach, turn off lights they do not need and not use flashlights on the beach. Vacation rentals and condo associations should put the right town's request in their guest information and avoid photos that sell a brightly lit beachfront at night.

Boca Raton beach parks stopped taking cash at the gatehouse. What should we tell customers?

Tell them before they leave home. Beginning October 1, 2026, the city says its beach park gatehouses take debit or credit cards, Google Pay and Apple Pay for daily and weekend parking, but no cash. If you meet customers at Spanish River Park, Red Reef Park or South Beach Park, put that line next to the park name and the exact meeting spot, and link to the city beach page for fees rather than copying numbers that may change.

Where should a Highland Beach website send people for evacuation orders and storm alerts?

To the official sources, not to your own summary of them. The town says that as a barrier island it is in a mandatory evacuation zone when a Category 2 or stronger hurricane is expected to make landfall, and that it follows the evacuation orders of Palm Beach County's Emergency Operations Center. Link to the county for orders and shelters and to the town's CodeRED page for alerts. The town says residents can also register for CodeRED at Town Hall or the Police Department, which helps customers who would rather not sign up online. Keep your own page for what nobody else can tell them: whether you are open, when you expect to return and how to reach you.
